For some reason, a small segment of the mod code increased the 'level' of generic tools (unofficial + trash can) by one, which ends up making those tools have the wrong level and breaking them at max level. I'm not sure what that code was supposed to do, but it seems to work fine without it and removing it fixed the bug. ¯\_(ツ)_/¯
