Added a bit to the saloon event with Elliott. Allows you to reject alcohol and/or suggest he's not being polite.

My first code mod! This mod edits the event with Elliott where he's kinda rude to you and Gus in the tavern to allow you to point it out. It's not a big conversation, just a little exchange before the toast.
Elliott's whole vibe suggested to me a guy who learned more from books than interacting with other people, and the gesture of calling to an unnamed bartender for a drink for your friend who hasn't ordered yet is very "character in a book" behavior. I don't think he'd want to be rude to anybody. So now you can point it out.
Also I know some people don't drink even in games, so I added in options for that while I was at it.
