Adds a custom NPC to the west side of town during fall only, each day he has new dialogue. Some lines are easter egg-ish.

Shows up each year at Fall to watch over the town.
Each day he has new dialogue.
The npc stays in place and is only around during the fall.
(making him leave when fall is over is a WIP)
