Shoutout to AllyJamy's Tank mod. I didn't use their assets, but cracking it open helped me understand how to make this mod work.

Changelogs
Version 1.01.2
Updated skateboard.png to have a bit more contrast and blend into the environment better
Updated manifest.json to require latest version of SMAPI (3.18.5)
Updated manifest.json to require latest version of Content Patcher (1.29.4)
Updated version and got rid of the "//" in the manifest.json for real this time, no clue why it still said 1.0. I literally changed it but the Nexus files beg to differ
Added upscaled version of skateboard.png to the mod page gallery so that the new version of the board was visible
Added version numbers to mod page file names
Version 1.01.1
Fixed compatibility issue with other mods that replace spring objects - "Skateboard Flute" would break both mods and neither's objects would load in
Updated version in manifest - this should be a given, but I forgot to do that in V.1.01.0
Updated manifest.json to require latest version of SMAPI
Slightly changed the phrasing of the first entry in the changelog for V.1.01.0 because saying "SMAPI version" sounded weird and I wanted consistency
Got rid of the "//" in the manifest.json - it didn't wreck the mod, it's just not meant to be there
Version 1.01.0
Updated content.json to require latest version of Content Patcher
Changed "Name Your Horse" prompt to "Name Your Skateboard"
Changed "Horse Flute" and horse-flute-related text/imagery to "Skateboard Flute" and "skateboard"
Changed chat message for horse naming to "[Player] named a skateboard [name]."
Changed second Bus Stop return-to-horse message to "Your loyal skateboard waits patiently for your return."
Changed "Stable" description to "Allows you to store and ride skateboards. Skateboard included."
Added changelog to files
Ever wanted to look infinitely cooler riding around town? Well, now you can! Why do you need 100 hardwood, 5 iron bars, and 10,000g to buy a skateboard? Don't worry about it!
My friend saw Sam trying to do a kickflip and was immediately disappointed they could not skate around town themselves. I knew I had to be the change I wanted to see in the world.
This mod:
Changes the horse texture
Changes the farmer riding the horse texture so that it appears they are skating and not sitting on empty air
Changes the pants to be compatible with the new riding texture
Modifies references to horses to become about skateboards
Is compatible with all farmer appearances
Requires: Content Patcher and SMAPI.
How to Install: Follow the installation procedures for Content Patcher and SMAPI. Download this mod, extract the zip file into a folder, and place that folder in your Stardew Valley Mods folder.
Recommended Mods: Horse Squeeze by jorgamun - allows horses to move through one-tile spaces This mod is compatible with all versions of SkateHorse. It will allow you to realistically traverse the town, given that the skateboard takes up less width than you do. Potential future updates:
Changing the stable texture to something fitting for a skateboard
Creating alternative skateboard designs
Changing the cost and materials needed to acquire the skateboard
Option to toggle whether or not the skateboard is still called a horse
Adding protective skating gear
Potentially changing the audio to something more skate-y. Honestly I think the horse clopping does kind of sound like a skateboard on a bumpy road, though.
Please notify me if you encounter any glitches or quality concerns! I did not playtest every possible combination of farmer and pants.
