Changed the Bolter chance-to-hit from 31% to 56% (Must now roll a 5 or higher with 2 dice, as opposed to 6 or higher). Affects both normal shooting and overwatch. Removed Sustained Fire bonus from all weapons. This means Assault Cannon is at a flat 70% chance-to-hit in both normal shooting and overwatch.
