Configurable Power simply lets you configure how much power storage and output each power item gives you.
I'm sorry if I didn't get all of them, the file appears to be full of nonsense and duplicate items. I've also edited the solar panels to have a better tolorance to cold, as solar gets more efficient as it gets colder and I reduced their impact on leisure and sleep due to the fact that solar power is completely and totally silent.
For solar, since it has the cost of a power block, I would suggest giving it a capacity of around 500 to 1000. Half of whatever you set your power storage building to (default 2200). Realistically solar power wouldn't require some sort of expensive power block just to give you a tiny wad of power so it may as well function as a storage too.
If you go the solar only route, I suggest you have some backup power on your ship somewhere to handle turning things on when you don't have a reactor of some kind.
