1) enable.
2) load or start new and put stabilizers anywhere you want.
2) save and exit.
3) disable.
Stabilizers can be finished when you reload.
Default settings you still have to finish the building.
While enabled you have NO benefits from stabilizers.
Once disabled changes go away but you keep the stabilizers.
