Sets all buildings to build instantly, with no safety checks, and no airlock requirement.
This is a VERY DANGEROUS modding tool which grants you a great amount of power in construction.
It is very easy to corrupt your save or crash the game.

This is meant solely for rapid prototyping ship layouts.
You build anything almost anywhere, like engines in the middle of a room or buildings out in the void.

Instructions:
1) Only use this with the game paused.
2) When demolishing objects, they tend to leave a hull breach under them.
This can sometimes be sealed by building a wall over the breach, then building floor over the wall, but you're better off reloading.
3) You cannot build wall mount objects.  They usually replace the wall.
4) Some objects can share space.  E.g. a floor lamp can be placed over certain tiles and everything work fine.
5) If you accidentally place an object over another one and the original disappears (e.g. building a wall over a power node), the save is corrupted.  Reload.
6) Hull does not instant build, for some reason.
7) You don't need an airlock to start building a ship.
8) If you would like the game to prevent you from building objects over each other, edit the file and change disableBuildTest to false.
9) This is a very dangerous tool.  You're gonna shoot your eye out.  You will blow your foot clean off.  Keep frequent and multiple savegames while editing.
