Removes all restrictions and blocking tiles from every building.
Note that this lets you make buildings unreachable and can be game breaking.
This removes restrictions that prevent us from doing something stupid. Be careful.
Intended mostly as a modding tool or temporarily enabled build tool.
Can be enabled or disabled at any time with any savegame.
