   Turn off NAT Wet Effects in the config spell.

      I assume it's also because they're using ENB Lights For Effect Shaders and didn't blacklist the rain\wet effects.

      Not using NAT , but am using enb lights for effect shaders, I Hadn't thought of that! I'll give it a go later. 
      
      UPDATE : blacklisted rain / water effects, and now chickens and people no longer glow! Yay!
