Decided WTF
I have the hardware, and Franky I want it all so 440 mods, 4K textures, full DynDOLOD 3, grass cache, Rudy ENB with everything except DoF,
Reshade with Marty McFly’s RTGI ray tracing shader, full hair, cloth, body HDT-SMP, ultra settings.
Now to figure out how to make it all run without being a slide show.
First was strip game driver of all AF,AO and AA while turning on ultra latency, and high performance power settings. Turn off vSync
Next strip game of Everything except TAA while leaving view distance and LOD at ultra Bethini settings. Turn off vSync but enable frame rate limiter at 75
comfigure ENB for all effects except DoF (this is where AO, And all other effects are being rendered).
(big one) get Display Tweaks and run in boarderless window mode at native resolution, disable vSync and enable tearing.
Running the performance config.
The micro stutters were a result of vSync (from my testing) and only seemed to happen when I had HDT-SMP installed for some reason.
Take always from this:
Do NOT double up any effect between game, driver, ENB and mods. This includes vSync.
Still has a frame rate cost and will get some load stutter with this much shoehorned in this 10 year old game engine.
It can be done :)

From my perspective, I agree that DoF is an area of compromise.
DoF can be enabled as needed for screenshots but for routine gaming, it's not needed in my opinion.
I play mostly in third person view so a centered DoF creates near constant and unwanted DoF effect.
What I have to done is shift the focal point to the right of the left shoulder of my character and that works well in most cases.

in first person DoF is a kinda nice effect but distracting as all get out in 3rd person.
Its bad enough I’m losing my eyesight at my age. Last thing I need is a blurry background in 3rd person while I play (and especially for videos).
RTGI is another that doesn’t do much except steal frame rate in third person but can be toggled on and off so you can have the best of both worlds with detailed shadows and better light reflections (based on the light sources in the scene) indoors and when interacting with NPCs while getting the extra FPS outdoors in 3rd person view.
This also reduces the instances of stutter as your frame rate is higher so any dropped frames while loading new areas is less noticeable.
my Nemesis in all this was vsync.
First I had both Display tweaks and the graphics driver applying it which made the stutter worse.
In the end I found the smoothest game play and highest frame rate without any vSync at all and using Display tweaks in boarderless windowed mode/ vSync off and tearing enabled (although I don’t get any screen tear this way).
There are 3 little micro stutters in this video which would be minimized by toggling RTGI off outdoors but they would still be present.
lowering tree distance from 75000 seemed to have no effect as did lowering LOD 4,8,and 16 distances so I left those at Bethini ultra.
Lowering texture resolution from 4096 to 2048 had no effect as well.
I believe my limiting factor now isn’t the hardware but the game engine itself.
could probably smooth it out more with reduction of trees and flora being loaded but that kinda defeats the purpose of wanting it all.
In any case the few load microstutters I will live with for the graphics I have squeezed out of it.

You truly have a love for this game (as do I) and deserve far more thanks than I could possibly give for your contributions.
To answer your question the mod list s called Mist Flight (as in HP) and it is an extremely useful tool for testing area load speed (but also fun to mess around with).
the speed is configurable via a spell and mist effect can be turned on and off as well as color changed although I use enhanced third person camera to move out of the mist trail (sneak+ unarmed to x=100 and z=100).
The speed in this video is +50% which will certainly let you know if your system can keep up loading as fast as you can get there.
+25% is smoother for sure.
It is also useful to test stability of a world space.
Fly around and if it crashes check Meh’s crash log then repair the issue. Lather rinse repeat until that crash log stays empty and you can fly anywhere without a crash.

shows up in nemesis as ‘flying mod’ so certainly an animation modifier.
a look at the files confirms animation replacer and scripts as well as added spells for control.

I don’t normally use it for regular game play though. Personally prefer to jog around from place to place and have adventures along the way.
It is a great testing tool though for area load speed and stability.
If you can fly around at that speed and the game can keep up then regular speed game play is no problem.

Seriously brother, I'm glad to see you (finally) getting to the bottom of these fps issues to find proper solutions that work for what you want to see... It's only been what... a year in the making now? Hahahahahahahaha I hope you are ready to get back to work again soon because the final pieces of the puzzle to set up the Falcon are coming together this week (and next.) I'm looking forward to learning everything that my withered, old grey matter can hold from the wealth of knowledge and skill sets you so richly possess and have always shared most generously.
