I decided to start the game again, this mod was previously installed. And I ran into a problem. The first dragon in the quest "Dragon in the sky" does not appear. Deleting the mod or loading the last save doesn't help. Gorgeous
I assume you mean the quest "Dragon Rising", not "Dragon in the Sky", which Google could not find.
The Description for this Mod, in part, reads:
"It is intended to be used after all quests which involve dragons have been completed as it is unknown what effect it might have on those dragons or quests.
I'd try starting a new game with the Mod not loaded...
No offense to ChessPirate, but anyone looking to more reliably toggle random dragon spawns on/off at any time via an MCM menu should use "Block Random Dragons SE" instead: https://www.nexusmods.com/skyrimspecialedition/mods/15344/.
I know these comments are old but I found this whole thread pretty funny. First you got Tweedle-dee with the OP. Just your average nexus user who doesn't read the description before complaining in the comments section (This mod does more than just address the "random dragon spawns"). Then there is this tweedle-dum... imagine modding Skryim and NOT using skse. There is literally no reason to do that! It's literally just plug and play, easy as that, and it's required for any mod that uses scripts! It's not a matter of making the assumption that everybody is using it, it is literally a necessity for mods like this one to work!
PS if your reading this in 2023, please let this be a lesson to you. Modding is hobby, and in some cases an art. This is a community of people share a love for the same hobby, and want to share that enjoyment and passion with others. Constructive criticism is fine, but A) complaining without fully understanding is rude! and B) these modders owe you nothing, they don't even have to make these mods if they don't want to because it's their hobby! so making demands of them or patronizing them for not doing things a certain way is very rude!
I went to the Blackreach and decided to try to summon Vulthuryol while I was there and no matter what I tried it didn't work... then I remembered I had this mod installed. Would "No Dragons for Skyrim SE" effect Vulthuryol and if so, is there a way to re-enable Dragons just for a bit, or at all? Seems like it shouldn't effect Vulthuryol as it didn't effect Durnehviir in the Soul Cairn... but maybe cuz that was part of a quest? idk... might skip it for now and come back.
I just checked into it and yes, my "No Dragons" will block Vulthuryol because he is based on "encDragon05Fire", which is one of the entries my Mod changes. I just missed that a named dragon was based on one of the entries I changed as they are usually done a different way, like Durnehviir. The next version I'm working on right now that also blocks annoying dragons in Dawnguard and Dragonborn will "unblock" Vulthuryol. If you really want to summon Vulthuryol right now, you'll have to disable "No Dragons for Skyrim SE", but because you can only summon him once, I'm not sure you'll get him, because you did summon him, you just didn't actually get him.
If you're going to update it I'll just wait then, I went to an earlier save and skipped trying to summon him so I should be okay. Thanks for the mod and for supporting it, can't stand constant dragons every time I fast travel.

Edit: There are now optional files to stop Dragonborn and Dawnguard dragons, as well.
