They fled for several months from the Thalmor persecution.
The reason for the persecution was the mixed blood of the snow elf with other elves.
They were able to get to Skyrim. Now they will be preparing for the battle with Talmor. But they need help to fight.
Until the Jarls gave them an exact answer.
They will travel during the day to the big cities. Sometimes you can meet them on the roads or in other cities. Other times they will be in Whiterun.
