Allows you to attack Civil War patrols without getting bounty.

Allows you to attack Imperial/Stormcloak/Thalmor patrols without getting bounty, also stops prisoner from reporting crimes and being aggressive.
1.1.0 - Removes Crime Faction from patrols because I've found previous version still too strict.
Vanilla system makes no sense because
Other people might still report crimes against patrols andpatrols might still report crimes against other people.
Changes only vanilla patrols.
Requiem compatible.

Vanilla system makes no sense because
- Prisoner snitches on you
- Killing Imperials in Stormcloak hold gives you bounty in this hold
- 99,9% of time you leave no witnesses but ""Last witness killed" system is buggy
- During Civil War questline you kill tens/hundreds of enemy soldiers without getting bounty
