Populated Skyrim Reborn uses its own NPCs for reasons which are not clear to me. This is a fork of the mod that uses vanilla NPCs as far as possible. This only affects forts Towers Places and Dungeons caves ruins. I've also added the new Valheim bandits to the valheim quest script so if you have something that edits valheim towers and conflicts with this make sure that other mdo overrides.
For people who aren't familiar with populated skyrim reborn already this adds lots of manually placed enemies to vanilla locations within skyrim. At the moment it doesn't do DLC, but this does: https://www.nexusmods.com/skyrimspecialedition/mods/51307
