I have a question if you don't mind. I see that many meshes are changed. Was is to switch to a high poly environnement? What is the impact on performances for a low end GPU please? The ellipses of barrels and baskets are much smoother on the screenshots that i remember it to be in game.
If you have an anti-virus like windows defender running try temporarily turning it off. Otherwise, you could try manually download and then click the + button in NMM to install it which can work.
I too would appreciate the Oldrim version being made available again. It would save us the effort of having to use one tool to backport the meshes to Oldrim format, and then another to reconvert the BC7 saved dds textures.
Dawnguard Fortress Improved only adds new meshes and textures, so it should be compatible with everything. If another mod modifies those same meshes/textures, then the last mod installed (or the one with the highest priority if using MO2 or an other mod manager) will overwrite the others' assets. So if you like this mod make sure it is not overwritten by another.
As for Glorious Fort Dawnguard and Palaces and Castles Enhanced, it is not the same thing. Both bring major changes to Fort Dawnguard's interior cell so they are effectively incompatible. If you wish to use PaCE but with GFD being the only one editing Fort Dawnguard, then the only option (that I see) is to use SSEEdit to chop off the modifications brought to Fort Dawnguard from Palaces and Castles Enhanced.esp. Then load Glorious Fort Dawnguard.esp after just to make sure. But it is by no mean a safe option, because you have to know exactly what you are doing when editing an esp. I actually did what I just wrote a few hours ago, but I haven't ran any tests yet. So I may very well get a CTD every time I enter Fort Dawnguard area. If you want to keep things simple, then choose only one from Palaces and Castles Enhances or Glorious Fort Dawnguard.
I appreciate how much you improve the look of the game without changing its style. Not a single one of your textures look garish or out of place. Ruins Clutter Improved and Detailed Rugs have been permanent fixtures in my load order for years, and now this mod will be too. Thank you!

Dawnguard Fortress Improved
and
Palaces and Castles Enhanced
Any suggestions on these?

If you're on the fence about trying this texture pack, go ahead, you won't be disappointed.
