This is a texture replacer for the rocks. The new textures are plain grey with a slight gloss effect.
It isn't literally from Runescape but I think you can understand why I have put that in the title if you look at the images. It should give a performance boost, it depends on the PC. I personally done it because I found a resized 4x4 texture pack and wanted to try something similar because the experience was new and changed how I see Skyrim as a game. I highly encourage you to search for that one if you want the same vibe because I don't plan on doing a lot of "Runescape" textures. This is the mod i am talking about. I didn't use the textures from his mod.
Did you create the texture yourself? Well it's 16 pixels so it's not hard to do. I tried like 10 shades of grey and kept the one I liked the most. If you want to do plain textures, don't forget to reduce the resolution! it's important.
