I always found it strange that you could craft armour and weapons, and even staves in the Dragonborn DLC, but that clothes was not an option. Well, now it is!
You can find the clothing craft stations at the guardian stones and outside Radiant Rainment. Look for a round rug on the floor.
The idea was that the player would sit crosslegged on the rug, like the khajiit trader, but unfortunately, that doesn't work.
