Using the Lawbringer module by EpicCrab, this mod allows the player to claim Robber's Gorge with the overhaul from Ryn.
When claiming the worn-out fortress, you can choose to have it garrisoned by soldiers from the Legion or the Stormcloaks, or by Morthal guards. Those new troops will occupy the fortress and start to maintain it again, something the brigands never bothered to do.
After the end of the Civil War (after Tullius' or Ulfric's death), you will find that some settlers have started to repair the ruined village outside the fortress. The repairs will not take much time, and at your third visit, you may freely enter the general store or see the farmers tend to their fields.
