Fishing is not much fun. And except for the 3 or 4 fish that require special rods, why bother when you can catch it with your hands much more easily? The interface is not very convenient either. Opening the inventory and searching for the rod is a boring ceremony.
This mod try to help with that. It improves the chances of the rods and adds a menu to choose the rod. Essentially, it's just a script. The ESP(ESL flag) file can be hidden or deleted. I created it to differentiate the activators while testing but it can be useful because it adds the Biome information to activators. (Its a trivial change of display name)
In the image you can see the changes in the reed probabilities.
Summary :
The regular rod does not change.
Aliki'ri/Argonian improve the fish quality but worsen the junk quality.
Dwarven improve the quality of the junk but worsen the quality of the fish. 
In Vanilla, special rods had a plus over the regular. Now they improve somewhat and worsen somewhat.

Interface. 
If you have only one rod in your inventory, the menu never appears.
Starting Fishing
  • If you have equipped a rod in the right hand, the menu does not appear.
  • If you have no rod equipped or you have one in the left hand and others in the inventory the menu is displayed.
To change rods while fishing (two ways)
  • You look at the Fishing Supply address (it is not necessary to activate it, only that it appears on the screen).
  • Rotate left or right at an angle >=75 degrees.

  • A menu to choose the rod. It's quite smart, it doesn't ask when it is unnecessary. 
  • If you have only one rod in the inventory, the menu does not appear. The rod will be equipped in the right hand.
  • If you are starting to fish, with a rod already equipped in the right hand, It assume you know what you are doing, and the menu does not appear, even if you have other rods in the inventory (Vanilla behavior).
  • While you are fishing, if you LOOK at the fishing supply, (not interacting, just appearing on the screen) and activate the menu will appears if you have several rods to choose from.
  • To change rods in the middle of fishing, turn in the direction of the fishing supply or zoom out until it appears on the screen. 

Notes
  • Fish Anywhere With Water (if you have it) does not have a real Fishing supply so the only mechanism is to rotate. Although it can be activated if there is a fishing supply in sight if you started fishing very close to one.
  • The game gives priority to the right hand rod. If you start fishing with one rod in each hand the right-hand rod will be used. So, if you start fishing with one rod in each hand the menu is not activated (because you have a rod in the right hand and that is the one that will be used). But, in the middle of fishing, if you activate the rod change menu (by turning or looking at the supply) then: 
  • If you choose a rod from the inventory, it will be equipped in the right hand.
  • If you choose the rod you have in your left hand, the one in your right hand will be stored in the inventory so that it can be used.

The functionality of the menu depends entirely on SkyMessage (Please endorse it). If you don't have it installed, the odds with the rods will work but the menu will never appear.

Compatibility
  • Streamlined Fishing: Partially Compatible, order does not matter. I do not recommend having both.
The recalculation of the rods works. Fishing supply names also.
If you do not have Papyrus MessageBox installed then the menu from FnotG will never appear (depends on Papyrus MessageBox).
If you have Papyrus MessageBox installed the menu will only appear if you activate it in the middle of fishing or if you have the rod equipped in your left hand. Both menus will appear, first the SLF menu and then the FnotG menu.
You have to put The Skillful Fisherman esp after FnotG (or delete/hide FishingNotGrinding.esp). The supply names are lost, which doesn't matter much. But if you want to get them back, edit The Skillful Fisherman's esp and put the names I use in this mod or whatever you want.

This mod will be incompatible with any mod that modifies ccbgssse001_fishingsystemscript.
