Vortikai's Dragon Aspect Toggle removes the once-a-day flag from the shout and adds a small script to the shout's effects that make it constant (permanent) until shouted again.

This is not compatible with any mod that affects the Dragon Aspect shout.
The file Vortikai's Dragon Aspect Toggle - Magic and Shout Buffs does all the original file does, but makes the following modifications to the third word of the shout:
-All spells cost -15% less to cast
-Fortify Magicka by 50
-Fortify Magicka Regen Rate by 20%
-Changes Shout Recovery from -20% cooldown time to -25%
Use either the original file or the Magic and Shout Buffs one, but not both.
Uninstallation
Because this mod uses a small script that (only) affects the Dragon Aspect shout, the script will forever be with your save file. This means that if you decide not to use this mod later on, you may do so, but the script will be in your saved game file if you the save file was made with the mod loaded. Like all Skyrim SE mods, you need to revert to an earlier save to fully get rid of a mod after deactivating it. There is no such thing as a "clean save," anyone who tells you how to perform one is wrong or doing it out of conjecture. Thus, it is recommended to never remove this mod from a save game file that was made with this mod activated.
That being said, to uninstall, simply remove the file and its contents. I recommend your save file(s) being in a fully normal state, i.e. not with Dragon Aspect on, any magic armors like Stoneflesh on, in Beast Form, or Vampire Lord form before uninstalling. The script will still be in your saved game, but will simply never be called again. My testing shows this works just fine, but your experience may differ.

FAQ
Q: Will this permanently affect my save file?
A: Yes, but disabling it should make your game "act" like it was never there. The scripts that save into your save file after you disable this
mod will just never be called/used again. All mods affect your save file.
Q: Is this cheating?
A: Sure, why not. I don't consider it cheating any more than Vampire Lord or Beast Form.
Q: Can I make a translation, use assets or content from the mod including the script in my own, or freely distribute this to anyone else?
A: Yeah, I don't care.
Q: Can you customize it?
A: You can in Creation Kit, not me, go for it.
Q: I want to make modifications to the .esp to the spells' effects
A: Go for it. When I made this mod, I basically only edited a few objects found while using "dragonaspect" in the Object Window Filter. I recommend you do the same, just don't touch anything that says "toggle". Also do not change the Dragon Aspect spells' spell type from "Ability". The only modifications you need to make are the spell's effect window.
Q: Can I switch from the Regular to the Magic and Shouts Buffs version and vice versa?
A: Yup, just use one or the other.
Q: Does this affect Miraak?
A: Heck no. Well, Miraak has his own shout connected to the same effects as the shout the Dragonborn gets. To make sure Miraak continues to use the vanilla effects that had a timer, I had to duplicate those effects before making changes and tie them to the spell that Miraak's shout activates. In other words, with Vortikai's DAT installed, Miraak uses vanilla shouting (with a timer) while the Dragonborn's shout is a toggle, but it's a minor change that you won't notice in game.
