Yes and No. It must be compatible with SSE (pre-AE) builds and related supporting resources, must not contain anything CC related, and a couple other nuances-- most of the hurdles have been solved already through recent development from mod authors.
It looks like your mod should be fine. I'll test it out in the near future and reply with notes.
It's a pretty simple mod that just adds a new spell, magic effect and quest (not an actual quest, it just adds the spell to the character upon load), and doesn't edit anything so it should be compatible.
