Infinite Shouting Out of Combat

Features:
- Allows you to shout infinitely while out of combat.
- This is accomplished by giving you an ability that grants 200% shouting cooldown reduction that is only active while out of combat.
- It's 200% instead of 100% to account for any mods that increase the default shout cooldown such as Requiem.
- As a side effect, any shouts you use in combat that are still on cooldown when combat ends will instantly be ready again.
Notes:
- Tooltip cooldowns might go into the negative (less than zero), but I don't think this matters, though I haven't thoroughly tested it. While creating this mod, I had initially set the cooldown reduction to a super huge number, and it made shouts not even work. I'm not sure where the threshold is for it to break, but it's probably much higher than you can get with 200% plus enchants. If it becomes an issue for anyone, I can upload a safer 100% option.
- Compatible with everything, doesn't edit races or require patches.
- Scriptless, therefore should be safe to uninstall or reinstall anytime.
