Sargon of the Marsh fought during the second half of 3E 433 when several random gates to Oblivion start to appear throughout Cyrodiil. He himself killed hundreds of Daedra and now he's fighting dragons in Skyrim.

I don't know what to do if use Vortex Mod Manager to be honest.
