Rebalances CC Backpacks. Campfire not required.

There is already a CC Backpacks Requiem patch on the Nexus, but it requires Campfire, which I don't use. This is a simple patch that rebalances the CC Backpacks, adjust prices and also adds basic smithing perk requirements.
Backpacks now offer 30 carryweight instead of 75, with any skill fortify effects set to 5.
Does not actually require Requiem as a master so can be used if you use other mods that decrease the player's carryweight.
