I found transmute ore really early in my current playthrough and have been using it to grind smithing. I suppose switching to only using silver wouldn't be so bad since I care more about the experience than the money I make selling jewelry, but part of me wonders if there might be a better solution than to lock transmuting from silver to gold behind a perk. At the same time, I kind of like the idea. It's like you need to be a better alteration mage to make more precious metals.
Generate infinite wealth with this one simple spell- the EEC hates it!
I think the concept of the Transmute spell may be as fundamentally unbalanced as, say, jumping really far. Completely balancing the game would probably call for removing it, but it's more fun to add interesting drawbacks and limitations.
Is it possible to allow dual casting for this spell specifically without the perk? I like the function but it'll require perk investiment into alteration that i might not go for on some characters.
Dual-casting is granted by means of a perk, so there probably ought to be a scripted way to add a perk if you have a particular spell equipped. Unfortunately, I don't know how to do it, especially not without constantly checking what spells the player has equipped. Someone might know how, but I don't. Krosis, it is beyond my understanding.
Best I can do for you is a version that just switches the priority orders, so you can turn a stack of iron into silver and then silver into gold with just one hand. It's less cool, but it might be more practical.
(The other question: do you really need gold? I actually have more uses for silver than gold, most days.)
Jewelry crafting can net you a ton of experience and money. So having access to both gold and silver through the spell would be ideal. Perhaps making it so that left hand crafts silver and right hand crafts gold would be very practical. Or maybe going for a crazy concept (Mind that i have no modding knowledge, just your average mod enjoyer) How about making it so the spell only works if you are wearing a generic gold/silver ring or amulet, nothing too specific. Those are only suggestions, hope you consider something similar if you plan on changing the mod
I'd worried the dual-casting perks would be hardcoded, but they're actually very flexible. It is, in fact, possible to allow dual casting for this spell specifically without the perk.
Nice and elegant. And I like having gold transmutation locked behind a low-level perk. (After all, there are plenty of mods to let us earn extra perks.)

Go look in the optional files. You're welcome.
I also like the need of an extra perk to create gold.
Downloaded so I can endorse.
Also, give this good modder some kudos, folks.
