Change to the Thieves Guild bribe system so you cant use it to pay for violent crimes. Change done through CrimeGoldViolent < CrimeArrestOnSightThreshold. A few assaults can be paid off but no murder. I use Crime Overhaul so i have much larger bountys but should work for all bounty mods.
