About this mod

Lightweight overhaul which unlevels Skyrim, but caps each zone.

Permissions and credits
TruSectors is the offspring of my original Sectors - Legendary Unleveled Skyrim, which is the same as this mod, except for one difference: Each sector is now also level-capped.

This was inspired by a review, and fueled by remembering the times I played Golden Sun. You travel around growing in level against enemies that get progressively harder in each new area you journey to. However, at one point, you can circle back to where you started, and return home, only to find the monsters are now ridiculously easy to beat. Now, you can do this in Skyrim, too!

As with all of my mods currently, this was made solely on SSEEdit. I have also, however, saved the files on the CK, just to be sure.

TL;DR: This mod unlevels Skyrim, so each Sector (Hold) has a different minimum level. However, each sector also have a maximum level (which is the minimum level of the next sector.

The idea for the Sectors series of mods spawned from my own ideal play style. I love difficult games where you progress and have a challenge at every level, and can die at any moment. I've tried other unleveld encounter zones and settings for a while, but one thing that always bothered me was that, regardless of it being unleveled, it was still "leveled" across the board; a cave in one hold was the same level as a cave in any other, or there just wasn't enough variety. Also, after a certain level (usually well before the non-legendary skills level cap), you were well above the level steps for the mod.

I wanted to bring a kind of area denial and unleveld "area" difficulty to Skyrim, where it's still challenging at the endgame. What makes my mod even better in my opinion, is that there are no 'real' boarders to prevent you from going to sector IX right off the bat (and with disabled boarders, something from that zone following you out to an easier zone). Carriage fast-travel actually encourages it. Just don't expect to live long if you make it there...

This mod is for those who like to work to level up, to manage quests in a new sector. This mod encourages exploring the current hold that you have the level for, and finally doing all of those little mini side-quests as you wait for your character to level up.

Currently, for simplicity and because it was requested: the only option available is TruSectors Base 10, which does away with my vanilla leveling system (used to encourage exploration and estimated to allow each sector to have a similar length of time prior to leveling up and moving on (e.g. lower sectors had more levels to gain). Base 10 revolves around each sector having 10 levels between it, and the next. This has significantly sped up the beginning levels, lengthened the ending levels, and has increased difficulty in several locations.

This mod assumes that you will level up your character in a per-area basis prior to moving on to a new sector in the game. YOU WILL NOT be able to complete the main quest before leveling sufficiently, even the beginning quest for Bleak Falls.

NOTE: This mod does not play nice with mods that slow experience gain, or prevent leveling thru the 'legendary skill' system. They are 100% compatible (all mods other than other encounter zone mods should be), but the slower leveling will seriously slow down your expansion into other sectors. Levels are scaled to allow a maxed player (without using legendary) to still be able to finish the game, thought with greater difficulty.

Warnings: Most glaringly obvious--Winterhold is now an endgame location, and all levels reflect that. If you want to start playing as a mage and do the College quests right away, this mod is probably not for you. Whiterun has a minimum level of 20. If you want to do the main quest right away at bleakfalls barrow, this mod is probably not for you.

Sectors (Min Level):
I - Falkreath Hold (10)
II - Whiterun Hold (20)
III - The Rift (30)
IV - Hjaalmarch (40)
V - Eastmarch (50)
VI - The Reach (60)
VII - The Pale (70)
VIII - Haafingar (80)
IX - Winterhold (90)

Special Sectors:
 - Azura's Star Interior (35)
 - Labyrinthian (55)
 - Solstheim (60)
 - The Vale (65)
 - Black Books (70)
 - Soul Cairn (75)
 - Sea of Ghosts (100)
 - Blackreach (110)
 - Sovngarde (120)

Note: All sectors have a max value of +10 the base sector's level. Dwemer ruins are level 85, but stay at level 85. Specalty locations (azura's star, blackreach) will be their base level +10. Sovngarde, Skuldafn, and the Throat of the World are unleveled (but still have a minimum level).

Enemy Type Modifiers:

Animals - Sector low range
Bandits - Sector low-mid range
Dragons - Sector high range
Dragur - Sector variable
Dwemer - 85 (static)
Falmer - Sector mid-high range
Forsworn - Sector high range
Forts (war) - Sector high range
Giants - Sector med range
Hagraven - Sector mid range
Mages - Sector mid range
Special - Sector variable
Vampire - Sector very high

* In cases where more than 1 enemy type is present, higher difficulty generally takes precedence.

Limitations: This mod does not add any higher-level enemies, you will likely not receive the full benefit of this mod just using the vanilla Skyrim enemies/powers/gear/setup. This mod does not affect combat. There are plenty of great mods that do so already, so I will leave that to them. I did this thru SSEEdit using the game to look up locations and UESP for information on which hold it was in, enemy types, etc. otherwise I would still be at this for much, much longer. I cannot guarantee I have all the locations in Skyrim Legendary Edition, but I did my best to get them all.

General Info:
Sectors were chosen also based (in small part) on general playthrough, and difficulty with regards to Frostfall (not required), where snowy areas are generally more diffficult. Mimimum levels are minimum levels for the hold, not for you to access. You can likely enter a hold and complete things above your level with a follower. Or five. Falkreath was chosen as Sector I for two reasons. Whiterun and its hold is the most over-used area (even by me)  and I wanted to break it up as the starting point, and Helgan is part of Falkreath hold.

Should be fully compatible with any mod that does not alter encounter zones. If you load both, the one lower in the load list will overwrite the other.
Download using your favorite manager and install
Place after all masters, or run LOOT
Run Wrybash to merge .esps!

Disable and delete the TruSectors .esp file.
- or - have your mod manager remove the file.
Rebuild bashed Patch (if you bashed, you shouldn't even get that pesky "You un-installed an .esp" message)

Note on uninstall: It is likely any area loaded by the game will still have the higher-level enemies. You may need to wait in a place outside the cell you want to respawn until it respawns for the levels to normalize.

Uninstalling should be safe--all this file does is say: Hey bro. See that hold over there with the low levels? Let's add a few for veriety! But--No weird numbers. I don't do maths.

My other mods:
Improved Vanilla Xbox Controller Scheme - Adds hotkeys, quick menus, unbound schemes to allow keyboard use, and other features! Lite version available.

Advanced Organized High Level SkyTweak Encounters Patch - AAE, HLE, OBIS, AT, SkyTEST. A patch project made to add all mod-added perks/spells/etc. to all other mod-added enemies.
Mightily Diverse Splendor-Belly Patch - Medium Cooked - Enhanved Mighty Dragons, DDC, ogSplendor, Bellyaches. A patch project made to enhance all dragons to the same or a similar level as Enhanced Mighty Dragons, for a more even play-through.
Sectors - Legendary Unleveled Skyrim - Changes encounter zone levels by location (hold) and type (animal den, bandits, vampires). For a gradual, yet disparate play-through.
Shields of Ordinator - Edits Ordinator to provide two balanced damage-reduction perks for Legendary difficulty of Skyrim. Works well with Sectors!
Hexhunter Bow - Replacer bow that is weak to most enemies, but deals increasing damage to magic users: the more base magicka an enemy has, the more damage it deals. Aimed for balance in higher difficulties.
Small DLC and Misc Patch for XxAwesome_PotionsxX SSE - A small patch for users of XxAwesome_PotionsxX, a potions re-texture, that covers even more vanilla potions.
