No, it's not, you're using it wrong. You have this and the hair replacer as loose files you should have the hair replacer high up in your load order and installation order. This mod should be low in load order, so it overwrites other mods changes to NPCs
The bsa version should only be used if you want to have vanilla hair
Then you have some other mod that edits NPCs loaded after. If you use my Hair Replacer then you still need FaceGeom patches for ALL mods that edit or adds NPCs which relies on vanilla hair ( For example, many followers don't need a patch, since they have custom hair)

My game is working fine with your hair replacer mod, then I tried this mod, choose the loose file version for uses with the hair replacer, and installed all needes patches for my load order then my game won't load anymore, it gets stuck in main menu loading screen. Don't know how to solve, without ai overhaul patch, game load but with black faces. For now, I'll disable the AI Overhaull and try immersive citzens, because no other mod make the vanilla NPC looks goods as your mod. English is not my native language, sorry
I have a problem with Ethereal Elven Overhaul and this mod. You see, it causes black face bug in some characters. I'm using non-vanilla hair replacer version of this mod. In SSEedit, I noticed this mod changes the vanilla hairstyles of few characters. I'll use Niluva (skooma addict dark elf in Riften) as an example. 1. I created a smashed patch using Mator Smash. 2. In SSEedit, I have 4 columns (skyrim, Shiva's, EEO, Smashed Patch) 3. Her hairstyle is changed by this mod to VanillaDarkElf06 (which is a mohawk) from VanillaDarkElf07 (which is bald) 4. Skyrim.esm is a master file (purple text), and hence I cannot touch it. Now, my problem is that the changed hairstyle is shown in a different row in SSEedit. Since the rightmost column is loaded into the game, the game tries to load both 06 and 07 hairstyles simultaneously. This causes a conflict and in turn, a black face. 5. The only way to resolve this issue is to change Shiva's mod hairstyle to Vanilla bald (only then they appear in the same row) which I don't wanna do. So is there a way to fix this problem? I know this is more of SSEedit question, but I'd really appreciate it if someone helped. I'm new to this and don't have indepth knowledge.
I know I'm a little late, but thanks for replying! These past days, I've been trying to learn how to use CK and even though I learnt quite a few things, I still haven't figured this problem out yet :( . I managed to create an .esp plugin and change hairstyles of "immersive wenches" using KS hairdos and I was quite successful. When I open SSEedit, I have another column of this new mod (coz .esp plugin) which has the hairstyle records of your mod. I have the same problem with Urag and Enthir too. So, what am I missing? Thanks again. Edit : I tried installing ICoW patch but couldn't. Something about 'the element plugin cannot contain text'.
About the ICoW plugin, it seems to be an error in the fomod, so you can just download it manually and extract and take either the ESP and ESPFE to your data folder.
Update: After a few hours of playthrough, the issue resolved itself. NPCs have the look intended by this mod (I checked in CK) and every single black face is gone. But the problem recurs if I start a new playthrough. I am 100% sure it is a problem with my load order. Thanks so much for all your mods. I use them for my every playthrough and also, thanks for the help!

When you click the Preview file contents you will see the difference: first version has its assets as loose files and not packed into a BSA.
Normally installing the BSA version should work fine. Basically loose files (textures and meshes) always overwrite any files of the same name loaded before them, including files the game loaded from a BSA. You would need to use the loose version version if your mod load order is somewhat special and you do not see the changes made by Shiva's mod. If you installed the BSA version after you already installed some other loose file version mod, the BSA version would not overwrite those files of the same name from that earlier loose files mod (but the Shiva loose file version would). That is because the game loads any BSA's always earlier than/before any loose files, regardless of where (early/late) you put the BSA mod in your load order.
As a start I would install the BSA version and see how it goes.
Definitely would love to use it,but many of these npcs are covered by bijin and pandorable mods.Using both will give me black face.I'm currently looking for only few npcs,,like inn bards,sybill stentor.
When installing a patch file here for AI Overhaul for example, the file is Dec 2018. The latest AI Overhaul mod update is Nov 2019.
So is the patch here from 2018 not going to work correctly? If AIO modfies NPC1, then your patch forwards it to work with Shiva mod, then AIO modifies NPC1 some more, the 2018 Shiva patch will not be forwarding everything updated by AIO right? Am I misunderstanding how all of this works? If that is right, I just can't always rely on the patches here for example? Thanks for any help.

So in that picture I have your mod, then AIOverhaul, then YOUR patch for AIO, but then also PAN and it's AIOverhaul patch. In this case PAN wins because it's last regardless of your AIO patch but it's a good example for me to understand.
So your AIO patch correctly brings back over the hair, but only ONE package from AIO? So theoretically Shivas+latest AIO+your 1yr old patch makes this npc like the year old AIO version? However, PAN must have been using a newer version of AIO when creating their patch?
Ok, no problem, I was just making sure I actually understood how all of this works! That really stinks that you have to "watch" any updates for any patch you want to provide and update all the time. Maybe most dedicated players know how to do that whenever they want though, and I am learning that as well. Thanks for your time.
If you want to use the version with Shiva's hair replacer (hairstyles mostly from KS) without using that mod (since it requires patching for every single mod that adds npcs except standalone follower mods, from spell mods with a merchant to population mods to bandit mods) then you can, you just need the textures from that mod loaded. If you use MO, this is pretty straightforward, just install the hair replacer, activate it and untick or delete the .esp. The .bsa will still load and you can use it that way. If you use NMM/Vortex/Kortex/Whatever it's calling itself now, I'm not sure how that would work.
What other mods did you have installed when you took the screenshots in the images section? I installed the mod but the NPCs barely look any different. I'm trying to make them look just like they do in your screenshots

If you find NPCs that have dirt on them (Except of blacksmiths, beggars or miners) tell me and I'll remove it in the next update.

The hair changes were made with my Hair replacer installed so it makes more sense with those meshes, but still works with vanilla hair.
