Whispers-Shouts Alternative by agd25 is a neat mod that offers, as it says, an alternative to dragon shouts through the use of Dwarven Tonal technology. Unfortunately, the mod didn't benefit from perk overhauls with perks that affect shouts, leaving it inferior to the vanilla shouts in shout-focused builds. As a long-time user of Adamant_A Perk Overhaul by SimonMagus616, I wanted to be able to have Whispers benefit from Adamant speech perks. So, uhhh, I did :D
