This voice data is built in to the vanilla game. This is just a configuration file that points to it. Also note that this voice set was designed for an NPC and is missing much of the data that the normal voice sets for the player characters have.
Included:
Pain sounds when getting hit, falling, burning, etc.
Six shouts (FUS, FUS-RO, FUS-RO-DAH, YOL, YOL-TOOR, and YOL-TOOR-SHUL)
Not included (will be silent):
Weapon swing grunts
Any of the other shouts (including Clear Skies)
Deep breaths after diving
Anything else
I list myself as the author, but all I really did was manually select the character to get the voice type and then save the profile.
