You would have to rename the underskin mesh to another and edit the esp plugin of the hotd got standalone in xedit to include another meshpath corresponding to the renamed mesh.
Look, when it comes to editing mod esp's, I am not well versed with xedit. Perhaps asking the MA of the mod mentioned will help. Afaik, race is not needed to be edited and I don't think that (line you mentioned) is related to dragon skeletons.
The description is quite hard to grasp. May I offer my vision from a non technically minded person?

hi i'm somewhat new to modding and i been trying to sort this out for ages but i don't understand like when i kill a dragon it would have the skin on it despite absorbing it's soul and i downloaded b and the rustic dragon skeleton and it's still showing as skin after death but the skeleton that's in dragonsearch is fine. What am I doing wrong
like when they die they still have the skin on them and not showing the skeleton and now i noticing that Alduin (as Balerion) is somewhat glowing purple
Are you spawn testing? If so, make sure you don't spawn the ones with "noscript". If you are not spawn testing and encountering this naturally in-game then I am not really sure, I can't reproduce the issue. Maybe a conflict with the script(?) that turns killed dragons to skeletons after soul absorption.
i was doing the companions quest the last one and on the bridge going to the pale a dragon always spawned there and when i killed it, it gives me the burning effect as it's giving the soul but the skin will stay on so i've been trying to fix it but each time i do the usual path and it'll be the same as before would it be cause i started to edit it as i'm already playing?
I don't think so, no. HotD/GoT dragons are mostly just mesh replacers which is typically fine to install/uninstall. You can try to spawn test different dragons for testing to make sure it isn't just that one dragon that's bugged.
Also, you might be missing textures for Balerion, make sure you dl the required files.
i doubt test spawning them would work the first dragon you fight, Sahloknir, a third dragon (which might of been elder dragon cause i'm running Requiem) and any other dragon i have faced has had the same issue also i'm checking with Balerion and as i seen only two things are missing one of alduin's actors and does the dragon actors need to be in one actors or both cause i found dragon_purplelod.nif in Vanilla actors
Dragons only use 1 mesh/skin as the actual dragons you fight/encounter. Farskins/lod meshes are used as models for dragons far away from the player and are, afaik, irrelevant to your issue. Maybe check with your dragon overhauls

Even the vanilla skeleton does not appear! It's just the body.
What should I do?

The only file you consider having a choice is the "underskin" (dragon corpse) mesh, the rest is plug and play.
