Populated Cities Towns Villages is a very good mod for a thief playthrough because of the respawning NPCs which provide a infinite amount of stuff to steal... Except for the fact that their loot is garbage. This gives them the same loot as the characters from the vanilla game depending on their "class" (nobles will have loot from the "rich" table while beggars will have the stuff from the "poor" table).
