I, too, have tried adding the line to disable borders; and I, too, am still unable to get there. Interestingly, I tried it when saved at the border and could walk further in but then became unable to move in any direction. There being no discussion on this point since early 2018, I suspect that you and I, ErikatheCat, should expunge this from our disk drives to save some space, if you haven't already. A shame, it looks wonderful. Well done to the author... but no endorsement from me, I'm afraid.
So I play on Downgraded SE and did the ini work and even got another mod that removed barriers and I cant enjoy this beautiful looking mod. I really want to use it, but will there be an update maybe where it is either moved within Skyrim or a fix for this issue?
This mod looks so great! however, the bBorderRegionsEnabled pref simply doesn't exist in the location you specified, in the prefs file or anywhere else on my pc for that matter. Do I have to encounter a border in game before it shows up? I tried fast traveling to the location but I got bounced back to my original location.
Strait out of World of Warcraft. Night elf style tavern. Not bad. the Vanilla elements are used perfectly. A bit out of place in Skyrim for my tastes but still a good design.

not Skyrim.prefs
using notepad or similar you have to change:
[General]
bBorderRegionsEnabled=1
to
[General]
bBorderRegionsEnabled=0
or if its not there add the line:
bBorderRegionsEnabled=0
to the bottom of the [General] section
