I had missed three Falmer arrows.
The event is activated by leaving the area with the merchant's wife's journal in your inventory. Alternatively, if the journal is no longer there because you removed it before installing the mod, it's triggered by passing nearby again.
Three weeks later, some greedy but not-uncompassionate passerby will have taken all their belongings and buried the corpses.
This is the last of the "lasts" -- I promise you :D
