UPDATE 1.2:
I could not figure out how to make this potion craftable; however, I think I've found a way to add it to certain leveled lists so it will randomly appear in some inventories or shops. It is now in the "BEST" category for Smithing and Enchanting Potions.
Note: this may conflict with other mods that edit those two lists.
This isn't my first rodeo. I've played through Skyrim so many times, I've taken to console commands and the like to make some of the more mundane tasks easier and I often cheat myself a few fortify potions while upgrading my gear.
One thing that bothers me? The Fortify potions for Smithing and Enchanting wear off so fast that you have to drink several to get through tempering all of your equipment. This potion is stand-alone and seeks to remedy that.
Effects: 25% Increase to Smithing, Enchanting, and Alchemy
Duration: 1 In-Game Day
Base Value: 2,000 Septims
Weight: 2.5
