About this mod
This is a minimalistic mod to delevel the NPC levelled lists and a few NPC templates in the style of Requiem.

I personally use Dark Lexy's LoTD guide but I was frustrated with the reliance on encounter zones for delevelling because they don't allow for random variation and the chance of encountering much higher level enemies. There are other delevelling mods but they all try to do many more things which will cause compatibility issues.
I like Requiem but it's an antiquated mod with severe compatibility limits that hasn't kept up with the modern modding scene. I want to be able to have it's delevelled world but without needing to install Requiem, because Requiem doesn't play nice with other mods that I like.
Here are the level values of the enemy NPCs. Each enemy has a chance of spawning with the specific levels detailed in the following list-
adventurer- 25
afflicted- 14, 19, 24
alikr- 24, 34, 44
bandit- 5, 9, 14, 19
bandit boss- 25, 29
cultist- 27, 36, 46
dawnguard- 19, 25
dragon- 36+ (dragons will have a minimum level of 36, if the player is above level 36 then they will scale exactly like in vanilla)
draugr- 13, 21, 30
draugr boss- 40, 50, 60
dremora- 27, 36, 46
falmer- 22, 30, 38, 48
falmer boss - 54, 64
forsworn- 24, 34
forsworn boss- 46, 58
guard- 25
ghost- 19, 24
orc hunter- 19, 25
penitus- 36, 46
soldier- 25
thalmor- 28, 36

werewolf- 12, 19, 28

And all wildlife creatures have an equal chance of spawning regardless of player level.
If you use the SRCEO patch then the enemy levels wil be further boosted like this-
