Unnamed Stormcloak/Imperial commanders/legates/etc. have a 2% chance to spawn with a special version of the Civil War Champion outfit (25% chance to spawn with shield, helmet and/or cloak) that is named 'Worn Imperial/Stormcloak Helmet' etc, unenchanted (but enchantable) with the stats of Steel armor. This is to respect rarity of the armor and the balance of the game and not nullify the unique rewards for the CC quest, but still have the armor be a bit more common throughout Skyrim. This means that you will sometimes see Imperial or Stormcloak patrols with a Civil War Champion outfit.
