A tiny bugfix that makes it so that vampire scouts only spawn during the "night" when you have selected the correct side of the Dawnguard expansion.

Most world encounters involving vampires happen during the night (8pm - 5am). The scouts that attack you when you exit Fort Dawnguard are not one of them, for some reason. This tiny tweak makes vampires intelligent enough to only spawn in at night.
