SSE Port of the lighting mod by the same name for Legendary Edition - https://www.nexusmods.com/skyrim/mods/68454?tab=description - now fires and lanterns, torches, etc will only be lit at nighttime.

"Adds Lanters, Candles, Braziers and torches to the outside environment around Skyrim's many Cities and settlements. All lights are controlled by a night/day script that suppress the fire animation during the day in most areas so it feels more realistic rather than having fires burning 24/7."
