9 Lives is on top of the guard barracks in Whiterun. He is set to sandbox and is listed as ally. You may need IATF or EFF to get him to follow. Cloaks and Capes HTD-SMP is required. He has the cape on him but no equipt for some reason. If he don't for you take the cape and give it back to him. I guess he figures no tail, no cape lol
