It is possible but some quests can't trigger. Just changing back to English with proteus if the quest is not triggered. And with all popular mods that add new lines causing inconsistency. I just recommended generic NPC in this current status.

This is exactly what I've been looking for, a way to set voice types on specific npcs without overriding the default voice types. Would you mind including the other voice types and voice lines covered by RDO? http://www.nexusmods.com/skyrimspecialedition/mods/1187/?
Glad you find what you're looking for. I want to use RDO too. If it includes splicing voice lines then I can't do it alone because I don't know the language.
