Fixes ugly staircases within Whiterun when using both Wizkid's Imperial Forts and JK's Skyrim

In JKs Skyrim there are many new objects in the cities. Some of them however, are not native to the tileset of that city, instead they are borrowed from another tileset and retextured to fit that city's look. But these textures are assigned in .esp file, not in .nif file. But if another mod makes significant changes to nif file itself, it may result in some very stubborn nifs that will resist being retextured at all cost.
In this case, Wizkid's Parallax Imperial Forts add new nif for imperial fort staircases. This nif, retextured to use Whiterun textures is used in JK's Skyrim as a staircase leading to Skyforge. But Wizkid's nif resist retexture with a fury of a thousand suns. So i redirected JK's records to use copy of vanilla nif and retexture it instead.
Technically it doesn't require Wizkid's mod and it doesn't use any assets from it. If some other mod makes this staircase sentient and resist retexture, then go right ahead with this patch. Only hard requirement is JKs Skyrim.
