A simple mod to assign the excellent Peacekeeper Armour to various female city guards and selected NPCs, using Spell Perk Item Distributor. As the outfits are distributed using SPID, no NPC records are changed, eliminating the need for patches for overhauls. I know there are other conversions of the Peacekeeper Armour but the one linked is the I've used which is CBBE female only and this particular mod is a requirement for my mod.

Not all cities and towns are included, I've concentrated on the larger cities and left smaller towns as the default armour for guards. I've also assigned some variants to selected female NPCs. Each hold's guards will have the relevant shield for that hold, most will have the hold's helmets too but some will have the Peacekeeper helmets. Not all holds spawn with female guards in the vanilla game so you may need a mod that does that. I use Female Imperial Guards and Soldiers. My mod will only distribute the armours to guards with the FemaleNord voice type in-game.

I've assigned the armours as follows;

Solitude
All female guards get the Royal Peacekeeper red light armour with Haafingar shield and helmet.

Riften
All female guards get the Royal Peacekeeper blue light armour with The Rift shield and helmet.

Windhelm
All female guards get the Royal Peacekeeper blue light armour with Eastmarch shield and Peacekeeper helmet.

Dawnstar
All female guards get the Royal Peacekeeper purple light armour with The Pale shield and helmet.

Markarth
All female guards get the Royal Peacekeeper green light armour with The Reach shield and helmet.

Winterhold
All female guards get the Royal Peacekeeper white light armour with The Winterhold shield and Peacekeeper helmet.

Whiterun
All female guards get the Peacekeeper white light armour with Whiterun shield and helmet.

I've also given some of the armour to the following NPCs;

Legate Rikke - Red Liberte heavy armour.
Irileth - Peacekeeper light armour.
Mjoll the Lioness - Blue Liberte heavy armour.
Faleen - Royal Peacekeeper white heavy armour.

You can add the armour to other NPCs by adding their name in the ini file (PeacekeeperSPID_DISTRI.in) to the relevant line. For example if you want Uthgerd to get the Peacekeeper light armour, find the line

;Light Plain
Outfit = 0x802~PeacekeeperSPID.esp|Irileth

And add Uthgerd's name with a comma, EG Outfit = 0x802~PeacekeeperSPID.esp|Irileth,Uthgerd

The same method would apply if you wanted an NPC to not get the armour, just remove their name from the list or delete the whole line. Just bear in mind if you move an NPC's name from a list that leaves the list empty it may cause errors. If you don't want to use that outfit either delete the whole line or a add a ; at the start of the line so the ini file will ignore it.

Compatibility:
Should be compatible with anything, obviously if other mods change the same NPC outfits they may conflict, so my mod needs to be loaded after any other mod that changes their outfits. Whichever mod loads last (alphabetically) will assign the outfit you prefer to an NPC. If you want my mod to have priority you could rename the ini to start with a z. Or if two mods cover the same NPCs, you can edit the ini file of that mod and remove any NPCs that clash.

Notes:
SPID distributes the outfits when the game starts, so if you install this mod after you've already encountered an NPC, the outfits they previously wore will be baked into the save. If you don't see the new outfit or they are naked, open the console, click on the NPC and type 'resetinventory'. For best results use this mod on a new game and make any changes to the config file before starting.

Installation:
Works best on a new game. Simply install like you would any other mod using your favourite mod manager, or to install manually (not recommended) just unpack it and drop it into your Skyrim data folder. As the mod uses SPID which is an SKSE plug-in, it should be safe to uninstall, but you would need to use the 'resetinventory' command on any affected NPCs.

Configuration:
I wouldn't recommend changing the guard's armour distribution unless you're experienced with SPID. The technical details are listed below.

Spoiler:

I've used a combination of GuardDialogueFaction, CrimeFaction for the relevant hold and the FemaleNord voice type to ensure only female guards for the relevant holds and cities get the armour they should. In the DISTRI_ini file each line uses the following format;

Outfit = 0x804~PeacekeeperSPID.esp|NONE|0002BE3B+0002816B+00013AE7|NONE|NONE|NONE

In this example 0002BE3B is the Guard Faction, 0002816B is the Crime Faction for Riften and 00013AE7 is the Female Nord voice type. If you wanted to change things or add the outfits to other cites and/or voice types you'd have to look up the relevant IDs and edit the ini file accordingly. Only attempt this if you know what you're doing.
