I guess it's hardcoded, gaining any stats on level up ( even if it's set to 0)? I'm using Time based level scaling + Perk points per Skill points level up+Incremental gains: this way you don't technically "level up at all" and instead gain stat increases through injury recovery.
I had it on 0 before, but I found pretty annoying the fact that you still get asked what stat to choose in order to gain 0 of it. With 1 point the prompt doesn't feel pointless and it kinda simulates the "I want to improved at this" will with minimal impact.
