2.) All Newly Added Npcs Start at Level 30 and Will Level Infinitely With the Player  

3.) All Of them Are Maxed Out Level Trainers, Meaning they Will Teach You all the Way to Level 100

Liara - A Destruction Magic Trainer/Follower Located at Sleeping Giant Inn, Located In Riverwood - Wears Mage Robes and Will Use Destruction Magic and Staffs 

Tali - A Lock Pick Trainer/Follower Located in The Bannered Mare, Inside Whiterun - Wears Wolf Armour and Will Use Any Weapons Given To Her (Starts With a Sword)

Rika - Sneak Trainer Located in Dragonsreach, The Palace Of Whiterun - Wears Ebony Armour and Will Use Any Weapons Given To Her (Starts With A Sword)
