well I made it for myself, thought someone else could find it useful. Simply to make it more convenient or faster to do the glitch/exploit. Personally I like to be able to apply enchantments or smithing upgrades to any weapon/armor I want rather than downloading some random god weapon. Its a very lightweight mod, adds convenience if your someone who makes a lot of new characters and uses the glitch to upgrade armor and weapons n such. You could say "whats the point of this mod" on a lot of mods on this site but they're there and made for some reason.
Yes can edit skills in console, this isn't necessarily there for leveling. The Fortify resto glitch is more of make any weapon or armor OP, say you want to use some 4k armor/weapons you downloaded and you've played through skyrim 1000 times n just want to focus on story but look cool doing it

You could just download some godweapon, ring or other equipment or straight up go to the console and edit your skills.
