Fixed by USSEP 4.2.7
Let me tell you, reading the USSEP changelogs shocked me a bit. Why would fixing BleakfallsBarrowScript fixed Shearpoint? I went into xEdit and sure enough Shearpoint is using BleakfallsBarrowScript. wtf? HOWEVER this script somehow still fixes it though so no harm in keeping it installed. Your choice.
May fix a rare bug where the word wall fx on Shearpoint never goes away.
How to get the suspended stacks:
1. Go to shearpoint and learn the words
2. Go away for a bit and Adventure somewhere else
3. Now return to shearpoint
4. If the word wall fx are somehow present, your save now has suspended stacks forever until you get this mod.
