I recommend you use some type of realistic damage plugin. I used Wildcat's realistic damage plugin, Sekiro Combat, TUDM and SkySA but feel free to make tweaks to better fit your game.
My plan for Dragonbone was to put it in its own weight class above heavy with increased protection and even further slowdown.
Dragonscale I have been considering making inbetween medium and heavy. I think on both of these sets they should have high bite and fire resistance so they end up becoming the dragon hunter armors. Wasn't able to come up with an interesting quirk to fit Dragonscale though
