This mod makes Ice Storm freeze (without needing that perk!) and ragdoll enemies.
Effect, ragdolls and freezes enemies.
Installation, esp goes in Data folder, use a mod manager for your and my sakes.
Balance, due to the amount of mages that use this spell, this will most certainly hurt you more than your enemies on average.
Compatibility, you will need to make standard simple conflict resolution patches with other spell overhauls, see this video on how to make such patches,
